The child is still too small to take care of a pet seriously. Maybe goldfish in a bowl, so the child can watch them swim. Nothing that really needs serious care and time to spare.

Maybe nothing for now. My parents taught us kids from the very beginning to be gentle with animals. Clearly we had animals before I was born and if I pulled the cat's ears or something mother would have said "no"
You are the parent. You child is just a little kid and depends on gentle guidance from you. How could you let that happen?
I cant even imagine the situation you describe. The way you describe it, the cat was forced out of her home because you lacked the wisdom or diligence to guide your child and your child has been robbed of the opportunity of sharing her young life with an animal.
Perhaps you could get a goldfish for now and wait for opportunities to teach her better with other people's animals.
Or wait till she is old enough to ask for one and decide then if she is capable of being gentle and responsible.

A stuffed animal. She needs to be shown how to pet and be gentle before getting an animal. It isn't fair to subject any animal to child so young. An animal will either hurt her or she will hurt it. A turtle doesn't even deserve to be thrown. and a fish tank doesn't need to be banged on. Be patient, giving her a pet when she is 4 or 5 is more rewarding than her already having one that she didn't have a hand in picking it out.

I think a teddy bear would be the best answer, if a child is rough towards a cat she's going to be rough towards anything at this point. Do not buy a dog - ill treatment of dogs by small children leads to biting.
Wait until your child is a bit older and more receptive to animals.

I would wait a year or two to get your child a pet so that you have time and energy to get the dog or whatever you get trained well. Also your one year old will pretty much torment any animal at this age they are too young to know better.

Don't get a one year old any pet. She's 1 and doesn't understand how to treat animals. yet. I disagree that you should get rid of the cat. You wouldn't get rid of your kid because she did something bad.
It doesn't matter what kind of pet you get, your toddler will hurt it, not on purpose of course. They just don't understand how to be gentle at that age.

To be honest, I would wait until your daughter is old enough to know how to treat an animal before getting another one. You can't expect a 1 year old to understand the do's and don'ts of behavior toward animals.
It would not be fair to the animal. It also would not be fair to you either as you would be adding an extra worry. Raising children is stressful enough without adding to it.

A one year old child can not appreciate a pet at this time. They have enough problems controlling themselves. I have four children myself and I never started getting pets until my youngest was four.

No one-year-old needs a pet.
Your child's previous actions should have clued you in as to how your 1yr-old will deal with pets.
