Only the ones that are too dumb to figure it out. I have seen birds, particularly woodpeckers and crows, that perched atop the plastic owls.

Better way to keep grackles and large, greedy birds away from the feeders is to get the type of feeders that have a wire cage around them, that allows the small birds to get in, but not the big ones. Another type of feeder that does the same thing works on weight. A light bird on the perch can get to the food. A heavy bird on the perch closes the opening to the food. Only thing with that system is I do not know how safe that is for bird's feet. Don't know if they can be injured.
