I live in a loud apt complex and am woken up at least several times a month at 3am and I don't know what else to do, aside from moving out.

I also try to approach the noisy parties first and ask them if they can keep it down, but it hasn't seemed to work. When it's happened again, I had no other choice but to complain to the landlord. After the 3rd time this happened, I called the police (but I don't want to keep bothering them). Anyone else have any other ideas (aside from moving) out next time this happens?

See if your city has a "quiet hours" ordinance. It might be that the cops are not bothering to enforce this ordinance. That is, they give your neighbors a warning, but not a citation. I bet if your neighbors got a $200 fine, they would knock it off. Maybe you can find out if the cops gave them just a warning. Don't be afraid to call the cops again. Enforcing the law (including "disturbing the peace") is their job. Maybe they will give them a ticket if they get multiple calls on the same guy. Get your other neighbors to complain too.

Also check your lease. The tenants in my building each have a lease that states that they are not to make noise that can be heard outside the apartments between 10:00 PM and 7:00 AM. Your landlord can use a clause like this as leverage to get them to comply. If they violate that clause, he will have a reason to evict them. It might be best to get a video camera and record the disturbance to show your landlord how bad it is. A camera will show him the noise level AND a timestamp of when the noise is happening.

Keep a written record of all these disturbances, show them to your landlord, maybe seeing it in writing will open his eyes to what a real problem it is. You could also ask around and see if any of the other tenants are being bothered by this, and you could then approach him as a group. Let him know that you are considering moving because of this. He is not going to want to lose a good tenant and keep noisy ones. Good luck.

A couple of ideas come to mind.
you mention parties that you approach...You might be out numbered...if several parties are going on this early in the morning..I have a feeling it will continue, as, it seems the people probably have been getting away with this for a while. Cut your loses and move..

or, you could go the the offenders early like about 8:30 am...just when they are sleeping it off, and pound on their door or perhaps somehow set the smoke alarm off in the building (bad i know)...but, the point is, wake them up early.

Buy silicon earplugs ("Mack's" are the best), shut the windows & get a fan to leave on in your bedroom while to you sleep to "white noise". Pleasant dreams!
