if i do not have a cl. X pass certificate ... then how do I get my ECNR done??

The minimum requirement for ECNR is equivalent to Matriculation (10 STD) or you have to reside outside India for a minimum period of three years.

If you did not meet the above two conditions then you have to contact the passport authorities with your visa if you have got it.
