There are to many variables in your question. What type of car ? A rolls-Royce will be higher priced to buy and operate than a old VW Bug. will you buy the car outright and buy liability insurance or from a dealer on payments and get full coverage insurance ? I bought a Toyota Corolla a few years ago cheap from a tow company and have have only had to change oil and filters plus add gas.

The best used cars in the $3-4000 range are Honda Civic and Toyota Corollas, assuming they're owned by old(er) people and not modified and are well maintained. That's a key point when buy a sub-$10k car- verifiable maintenance records.

At $10k, there are plenty of clean Hondas and Toyotas to buy from private sellers. Buying from a lot/dealer will, you will never get a good deal on a used car.

Curious man To begin with your question you need a good amount of cash or good credit to keep any second hand car up into shape.Maintenance wise the older school type of cars don't require too much money put into them but try asking for a maintenance chart and then keep a few spare parts around in a big box so you can access it later for those needed parts like 2 oil filters,3 or 4 spare belts a few 1157 bulbs for your signals and stop lights, and also don't forget oil and tranny fluid too.Hows that fitting you for a start? Way to many variables to give a good answer. It could cost anywhere from a 1000 on up to millions depending on the antique classic rare car that you chose.

Depends on the car you get.

A used car will have maintenance at the higher mileage intervals (e.g. 30k, 60k), these tend to cost several hundred dollars. And also consider repairs on a used car.
