Call your local phone company and get Caller ID on your phone, and Anonymous call rejection comes with it, which then won't allow restricted calls to come through. If they have their number blocked, and they call someone with these features, they hear a recording telling them they have to deactivate their block before calling your number. There is a charge each month for this service, but it's worth knowing who is calling and prank calls.

Call the customer service of your phone company and let them know you get annoying calls, I wouldn't even tell them that you think you know who it is, since you have no proof, let them find out.
They'll give you instructions and you'll have to go to the police or sheriff department and file charges for phone harassment. They'll give you a case number which you phone into the annoying calls bureau, then the tracer will be set, you'll never find out who it was (they wouldn't tell you) but the person who tries to get on your nerves will go to jail.

call the phone company, and tell them that you do not want to take calls from people without a number showing, and they will have to show the number, or not call.

Just get one of those compressed air horns and keep it by the phone. Firing that off into the phone the second you realize its a prank call should fix them in a hurry.
Works well on telemarketers, too.

you need to call the phone company. tell them that you will not accept any more people calling with blocked phone numbers. they will filter your calls after that , so you wont receive any calls that are from blocked numbers.
