I've informed the Agency that every time they call, I'm incurring charges and I've asked them to contact me by mail. The calls still continue. What can I do?

There are several things they do unlawfuly.
Send them a certified return receipt letter telling them to not contact you by phone. after that you have proff that they were notified not to do so and then you can file a complaint with your local D.A.

You can be contacted on any # you have but your work #...They have nothing to do with the charges you incur because you picked up the phone. You choose to answer the call. I am not saying do not answer their call. PLEASE handle your business but think about it. Should they really care about what you have to pay other than them. Some people only have cell phones and not home phones, they can be the only means of contact. To get all calls stopped you need to send something in writing that states you dont want the phone calls. In the end it protects you and the company. If they have some type of action toward you. You could say well you all never tried to contact me and if you have told them to stop calling you have proof that they have already been told...So if you really want the calls to stop and not handle the issue at hand. Let them know you need an address or fax # so that they can have it in writing.

You have to flat out say..."I do not allow you to contact me at this phone number" but on the flip side of that if you do not provide them with an alternative phone number (you must provide them with means of contacting you where they can prove they are getting you...you could easily be tossing the collections letters and saying you never got them). If you do not provide them with an alternitive phone number they can continue using your cell to contact you.
