A worker is paid by a company to get a certain job done. An incompetent worker is incapable of getting the job done. Therefore the company is paying for something and not receiving the full benefit. That means that the incompetent worker is causing a net loss to the company or is a liability to the company

An incompetent worker (one that is not able to do the job because of lack of knowledge, physical inability, a reckless attitude, etc.) is a liability of the company. Liability here meaning, in it's broadest sense, a risk. The company is at risk of being legally responsible for what that employee does. A construction crew, for example, would not hire an employee to drive and operate heavy machinery if that employee wasn't trained and licensed, could not perform the job for some physical reason, if the employee tested positive for drug use (or was not tested at all and later caused an accident),etc.
I hope this is helpful.

this implies incompetent workers are going to make mistakes. It isn't clear whether that means they will injure someone or themselves, ruin a sale, poorly manufacture a product or what. It does mean however that incompetent workers cost more than they produce. They are more likely to lose the company money than make it some.
