That's when they dehydrate something (to preserve) and then add liquid back when they're ready to use it. McDonalds used to use reconstituted onions on their burgers back in the day.

It means that they were dried to a powder like instant coffee is. Then when you add hot water and stir it looks and tastes like the mashed potatoes that they were.
