"Bat mitzvah" is automatic at age 12, you need do nothing.
The "Bat mitzvah" ceremony is a relatively new Jewish "tradition" starting with the first public celebration on March 18, 1922 for Judith Kaplan, daughter of Rabbi Kaplan the founder of the Reconstructionist Movement. The Reform and Conservative movements also do it but the Orthodox do not.
If you want to do it, it is never too late. Talk to your Rabbi as you will have to do quite a bit more than just standing up and saying "today I am a woman."

You can have a Bat Mitzvah ceremony at any age. Many adults have them because they didn't get a chance to have one when they were teen-agers. Talk to your Rabbi. If this is important to you, then you should go ahead and do it. Mazel Tov!

once you turned 12 your already a bat mitzva. being a bat mitzva really means that you are responsible for the commandments of the Torah. a party or ceremony is not nessessary and having one late isn't that bad.
