They sell "Live Traps." Often used for relocating racoons and stuff... But here's what I would do...
Do you have a shed or a garage? Clean it out and then place some wet food in the back of the room. When they come inside, close the door. Now they are trapped inside... To actually CATCH them, just take a blanket and throw it over them one at a time. Ha! Trapped again.
Of course, if they are wild, then no matter what you do is going to freak them out. That could be termed at harm. But I used the blanket trick on a feral male cat that lived in our neighborhood so I could take him in to get neutered. It was aweful, but he was getting all the kittens and cats on our block pregnant (it's best not to spay a female kitty until she's had her first heat) during their first heat! Bad boy!
Of course, once I got him neutered, I set him free again... Never saw him again. Maybe he was too traumatized. Maybe he joined a wild neutered cats support group in another town... lol.

You can probably pick this up at a Home Depot:

If the cats are feral they are suspicious, fast and will scratch and bite. You can develop a serious infection if you are scratched so use a trap. It is not worth the risk.
If you catch one cat the other cats will become wiser to the trap and you will need to hide it. You will especially need to use grass or something natural to hide the floor of the cage where the trapping mechanism is.
Bait the trap with water (if there are no water sources around) and something like Friskies canned cat food with gravy. You can also use tuna fish which most cats cannot resist.
You might end up catching a skunk or a raccoon so watch out. You can call your local government (good luck) and see if parks and rec or animal control has a trap you can borrow or rent.

If the cats have owners you don' t have the legal right to trap, transport or do anything to them. If you do, it opens you up to a lot of legal liability.
Animals will be on property passing through-- cats and squirrels and all other manner of domestic and wild life. You can keep them from areas by putting down mothballs, that works to keep a lot of creatures away.
The question of why they're there is one you need to address. Are you setting out food? Is this the only area with water in a 3 block area? Does your area have the only safe cover in the entire block? Cats have territories, and they only stay in each part for a small amount of time when they patrol looking for food. Considering they do far less damage than raccoons or stray dogs, I don't know why your mother wants them gone.
There's also the question of what you're intending to do with them when they're caught. People's pets being taken even to the humane society isn't something the owners will take lightly, there's going to be a record of who brought in their pet and why. You'll avoid a lot of hassles by just leaving things be and changing the reason animals are coming into your yard in the first place.

either, or both. they both watch the wall like a hawk if there is a mouse in there, and sure enough the dead mouse is there for me within a couple days of any mouse trying to move in. I had a male (now deceased) that was a good mouser, and now I have a female that is a good mouser. before I moved, she was always bringing me field mice she found out in the yard. My son has a male and a female, and it seems that the female brings stuff she catches more often than the male, but really, most cats cannot help themselves, if you have mice, the problem will be gone fairly fast.

I suggest getting out the cat treats... shake the container. Or be patient wait for them to come around then calmly whistle in a slow pase. Or even... well what the fudge that's all I can think of. Good Luck!..

Just find a cheap trap at a store. I just caught a female cat to be fixed this morning.
Good luck! Just use a can of food for 'bait'.
