i got sub 25 for my first 5 k in a long time i have 4 weeks to go what should i do to train to bring it down under 21.

You want to work out a running schedule that fits into your work schedule, family time etc. It's best to have one long distance day, one day of intervals at a FAST pace, one day of hill work, one day off, and the rest should be spent on short, fast, mileage.
This could be disputed with thousands of success stories. Because, there are countless ways to train. But, this is what I do minus the day off, and my 5k PR is 14:47.

4 times a week do 1/2 mile to 1 mile repeats--fast. You will want to be doing about a 90 second quarter. Once a week do long distance--more than 6 miles. Rest or do something other than running for 2 days a week.
