My cat does that too. She also will stand on her hind legs and take 4-6 steps, or will run around the apartment along with her toy in her mouth at the same time running on her hind legs, front legs up with the toy. She's a weird cat. I feel she's seeking to be human.

Start slower. With a sitting cat put one hand behind their front legs and lift them up a little off the floor and bring your other hand to their mouth with the treat. He's still sitting and not lunging anywhere this way.
After he's used to that, lift the front legs a little higher as you bring the treat in. You should be saying a particular word as you bring the treat up to his mouth, do this on all tries.
After several training bouts, try bringing the treat to him without lifting the legs, but hold it just above the level of his ears. Should be lifting up on his haunches, front legs off the ground, to reach it. Remember to pat him once, and praise him when he does.
After he's used to that, hold it up higher (this will probably take a week to get to this stage, you don't need to move fast but you DO want him to do the behavior consistently). Eventually you'll have him standing up on his back legs when you give the word, and the treat can be given sporatically, only every third time when you ask him to do this.

Hold the treat a little higher and as soon as he stands say the command. Then give him the treat. Don't draw it out long, or he'll lose interest. Be firm, but make it fun for your cat also. In time he'll do the commands with the enticement of treat.
Yes, it is possible to teach cats tricks... I've taught my cat to sit and sit up. We are working on lay down. Just remember to rehash lessons too, and keep it interesting for the kitty.

Cat's have short attention span.
The stand is the easiest to get the cat to do. Because if you put the treat over top of his head, he'll stand to get it. I recommend putting the treat higher up so he won't get it :D
Sorry I know, the advise is not helpful.
My cat stands up and paws at my leg to let me know that he wants food or treats.

You should stop treating him like a dog. It's a cat, and will not respond the same way a dog would when you say no.
