No. How would you like the guy you just cut off on the freeway to be able to use your license plate number to find out your personal information so he can wait in your driveway for you to come home one night?

You could try to Google it, or check you local court records-it might have been involved in some traffic violation.
Unless you know someone in the police force, DMV, or insurance agency the only other option would probably be a private detective.

I think it would be an invasion of privacy. If you are with the police department then that is another story.
