Adding milk to tea - does it remove the anti-oxidising properties (anti-cancer)?

Yes, it does slightly reduce the anti-oxidant properties, but it also helps neutralize the tannin in black tea, as well as adding Vitamins A, B, C, D, iron and calcium. So its not a bad pay off.
It has less benefit in green tea which has less/no tannin.

i have heard of this around the internet and personally I don't add milk or any dairy to my tea, but I doubt that adding milk or any cream would reduce the anti oxidants. I see no reason for milk to neutralize antioxidants. If that were try, no one would add blueberries to their cereal, which i'm sure happens everyday. I believe it's just a myth.
