Teenager. In general a kid, if I knew nothing else about them, but there could be some exceptions.
Being an adult means taking responsibility for oneself and others. At 13 they can't even legally get a job! Now, if the person in question was taking full care of the home - grocery shopping, meal planning, cooking, cleaning, laundry, care of the younger kids, house maintenence, etc - in other words being extremely responsible, they may qualify as an adult. In personality, if not strictly by age.
Some kids do qualify. In general, most do not. Few people this age are interested in contributing that much to the household.

There is a bartender who works in the club we go to who obviously has to be at least 21. But he has made it obvious that he acts young and so in my mind he is also a kid. My stepson is 22 and has no level of maturity. He is "a kid." You don't become an adult in my world until you prove that you have the ability to think and act like one. Of course the law lets you be "an adult" before then....

you need to be at least 18 to be an adult in the eyes of the law. personally I think everyone under 23 is a kid, but thats just me!!

A 13 year old has not experienced enough life to make mature adult decisions, no matter what they think.
