She'll have to be over 18 if married, and over 25 to be seriously considered.

Adopting a child is a HUGE responsibility, and any agency wants that child to be put into the best home. They look at everything and do home visits every so often, even more when the new child arrives.

A potential parent needs a stable income that is able to sustain the household AND the new addition, a stable job, a stable living condition, and support.

Tell your sister to "adopt" a child through an oversea agency, but this is a different adoption. This is a sponsorship where someone, like your sister, sends $X to this organization per month and sends a letter each month to her sponsored child.

18 at least, but its doubtful she would get approved. Most agencies want parents who are financially stable and matue enough to take on a child. Why dosen't she do what every other baby hungry teen does and get herself knocked up?
