Travel to Europe requires a passport. Those other regulations deal with the ever changing situation if you are going to Canada or Mexico. And it is that you need passports to go to Canada and Mexico now, is why the passport office is so backed up. But you always needed a passport for going to Europe.

Here is a list of Foreign Entry Requirements for Americans. You can look at your destination country(s) But every European country I looked at starts with the phrase "passport required"

i am in the same situation except i am 18 and i have no exception. I applied on April 18 to be exact and i have not yet recieved anything and i called and waited on the phone for 40 mins knowing that the can only help you if your traveling within two weeks but i tried anyways. I am leaving for Italy August 3rd and i told this to the worker on the phone but all he said was he cant do anything until it is exactualy 14 days before you leave for your trip. I asked him at least if he could track it but all he said was if it says what day your suppose to leave on the application then they will get it to you before that day. this system is very flawed and i blame it for the expeidite process. If you really need to expedite it because your traveling in less than a month or w/e than its ok but when people are expediting and then not needing it for a year or w/e that pisses me of knowing that they are gonna get a passport they dont need before somone who needs it. just wanted to share my story and thoughts with everyone and btw did you try the 9-3-1 trick. it worked the first time for me.

Yes, there currently ARE exceptions to the usual passport requirements!! What the U.S. state department website says is that if you are under 16 and are travelling with your parents, you may travel with just the proof of your passport application. If you are travelling without your parents and are under 16, you must have the proof of application and your birth crtificate. Don't worry about the ebassy websites for other countries. They have not changed the basic info always on their website toaccmodate the current passport problems in the U.S. See the website below...print it out, carry it with you...aswell as your proof of application and certified birth certificate. Good Luck on your trip.

Call your congress person. This is a federal problem and will only be solved if congress changes the law. Also they can help you out.
