Hello in slightly not so casual situations that are not yet formal enough to say something like Good Afternoon, etc.
Hi or Hey to my friends. Distributed according to feeling of the moment.
When I'm in a good mood I say Heeeeeeey!

There's not a specific time you say either, it's just what comes to your head first! I usely say Hello, followed by," Would you like a spot of tea?"

Sorry to spoil the jolly tone of the replies. In Brit. Eng., 'Hey' is to attract attention, like: "Hey, you there!" We use 'Hi' among friends and 'Hello' in informal or formal situations.

Hi can be used in just about all situations.
Hey is very casual and should only be used with people you know very well or in a very casual environment.
Hello is very formal. It can be used with your friends, but it can give the impression of seriousness.
