I cannot define "God" but suspect that "power" might be a term we can relate to as the very term implicates "God" can get things done.
The ideas regarding "God", are ideas We, as a species relate to, they have little, but some form of accuracy I suspect, and suffice as a minimal discription of that very idea. I would consider it a snails way of discribing the working components of a nuclear reactor; they do the best they can;
if one would submit "what does a snail know of nuclear fussion" ? I would submit, consciously "about the same man knows about "God".
Can "God" make us all above average?
The implication would be "God" would want to.
And I can't begin to think about what "God" wants when I can't yet grasp the definition of "God".

What is "average"? Are you speaking of physical health? Mental ability? The ability to love and serve with a clear conscience?
How can the creation say to the Creator, "You made me all wrong!", when the Creator, in His love says, "I want you to be my child. You are special to me. You are unique. I love you just the way you are. I don't compare you to anyone else. There is no "average" in my eyes."
