I own a Yugo SKS, SKS 30 round clip variation. I'm looking for a good reliable priced Stock. So far I was looking at the ATI SKS Ultralight folding stock, and the ATI SKS Fiberforce Dragunov stock. I Can use either as my rifle acording to the local Law enforcement officals would be compleatly in the legal for either. I'm wondering if anyone has owned both and what they would recomend of the two.

Try Tapco. They have some real nice SKS stuff.

I use the ATI Ultralight on my Chinese SKS and have been generally quite happy with it. Definitely get the rubber butt pad.

The Choate Druganov seems to be the best stock, but it is more expensive.

Regarding the ATI Ultralight. It is robust and well made. The folding mechanism is solid; here is a small bit of play, but that is handled when you tuck it into your shoulder. One issue is the stock has a tiny bit of arch or "banana" in the center, around the trigger/magazine. I consulted ATI, who informed me this is normal, since there are many models of SKS, a one size fits all is going to have such small issues. It has not bearing on function. The only impact is the fit is 5% less than perfect. This is less noticeable with aftermarket extended magazines than the original integral box.Since I bought the stock for under $40, I can't complain.
Unless you are a gunsmith, you probably will have issues installing the forearm cover. Retaining the original is not an option, as the bottom stock is of different height than the wooden original. There is a tiny retaining pin that holds the forearm to the gas tube. I had a gunsmith do the replacement for me. The charge would have been $10, but he took the wood stock in trade.
My ATI stock works with the original magazine or an aftermarket 30 round magazine I purchased.

Had a fiberforce and had no problems.
