As long as you only need to support yourself with the income you'll receive from web designing.

Can you make enough? Yes. Is it easy to make enough? No. Web designers are a dime a dozen these days, and making a real career from home is going to be difficult. There are too many programs that make "web design" easy.
You can do it, but you'll still likely need to spend a lot of time meeting with customers away from home and other things like that, so you won't be able to spend all your time at home no matter what.
