Yes, it is.

The overall leader on general classification (GC) is the rider with the lowest TOTAL time for the whole race. So a cyclist does not need to win a stage as long as his total time is the lowest. Winning and placing in stages helps though because of time bonuses.

You usually see the top contenders just staying in the peloton at the early part of the race, just maintaining a decent time so they can make their move in the mountains where the pretenders are separated from the contenders.

Yes, as your other answers have confirmed, but the other riders kind of look down on you if you win it that way. (So next time you ride, make sure you at least win a couple of stages!)
