There is no law that says that just because they are looking for help that they have to take just anyone who is standing there.
You may not "present " well. Are you clean, and wearing professional clothes? Is your hair clean? Have you visible tats or piercings in vile places, like your face or your eyeball or tongue? Is your bare belly hanging out over your pants? Or your nips showing through your shirt? Are you chewing gum or pulling your wedgie out of your butt?
No matter what job you are trying for, dress nice, be clean and quiet. You can show your stuff AFTER you are done with your 90 days. Ifyou can't control yourself any better than that , you will be unemployable. I know it is "illegal" to "discriminate", but welcome to planet earth. You are dealing with all SORTS of people.
Could be they are looking for a particular person or type, like a hulk who can lift 80 lbs. Maybe waiting for their niece to sober up and apply.
Quit trying to change their ways and look in the mirror. THEN, if you know you are talented, sober, well-dressed, pleasant-ASK THEM why they didn't want to interview you.
You may find out more than you want to know. O you may get some valuable feedback.
If they are stupid enough to say they don't like how you are dressed or what religion you do or don't have or that you are pregnant or "dirty," or deaf, SUE their a$$e$ off. It is ILLEGAL!

I can think of several possible reasons ...
1. Job was filled by one of the first applicants to interview.
2. They judged you as 'unqualified -- dump application', or as lesser qualified than someone else [this happens frequently with unionized stores -- they hire the people with same job at non-union stores as those folk have actual experience].
3. They haven't yet scheduled any interviews
4. The posting was for 'form' only -- someone already inside the company/store took the position.
You may, of course, ask the store manager(s). Probably you'll be the only applicant who does so, which may just make a favorable impression for the next time -- these stores regularly need people.
What you find out may indicate the direction to go in securing this job in the future. [If they hired experienced people first -- where can you start to get that experience?]

The sign may be old and someone may have forgotten to take it down. your best bet would be to fill out the application, ask to speak to a manager and find out what position they are hiring for and what the time span is before people are being called to interview. Alot of times companies keep the sign out to build up their reserve of applications "just in case". So don't talk to the cashier. Talk to a manager and see what the real reason behind having a sign posted is.

Do you have any job experience? When you get and turn in the application how are you presenting yourself? Clean and presentable or casual and comfortable?
Also, many jobs are choosing canidates to interview from the online applications now so try filling those out and see if you get a call.

Technically, they do not have to interview everyone who applies. They do look for people with experience and if you dont have the proper experience they will disqualify you.
Next time you apply for the job, call them twice a week to let them know you are interested. They will either interview you for the job or tell you that you dont qualify.

Maybe they filled the job and were too lazy to take the signs down. Walk up to the manager of the store and punch him in the face. That will teach them!
