There are many types of parakeet, but I will assume you are referring to budgerigars. Yes, the reproductive cycle of the female will produce an egg once every two days, so that much is normal. If your hen is constantly producing eggs without a rest, that is not. What usually works is to decrease the birds daylight hours by keeping the cage covered for longer periods. Egg production is hard on a hen because it takes a lot of nutrients out of her body and if she isn't getting enough vitamins and minerals in her diet to replace what is going into the eggs, she will become depleted and possibly die. Many people think a diet of seed and/or pellets is enough, and it isn't. They need a variety of fresh foods to get everything they need. Research before you feed them anything new as many seemingly harmless things may be poisonous to them. Egg binding and egg peritonitis are also dangers to hens who can't stop laying. Do you have a nesting box in the cage? Not having a nesting box also helps to slow down the egg laying. You shouldn't have a nesting box unless you are really prepared to care for the birds properly. In addition to the dangers to the hen, breeding also has dangers for the male, in that they frequently overfeed the hen when she is sitting, and end up starving themselves to death. There are also many dangers to the chicks and unhatched eggs. Don't breed unless you know what you are doing. Don't rely on the birds to know what to do on their own or you could end up with dead birds. If your hen is already sitting on a clutch in a nest box, leave it until the young fledge, then take it out. Don't disturb her if she is sitting.

The egg every other day is normal, and if you mean copulating while laying, yes that is normal too.

Good Luck!
