John 20:28 -
And Thomas answered and said unto him, My Lord and my God.
Now, how personal can one get ? Each one of them called Jesus Lord, but Thomas didn't say, our Lord and our God.
I don't know if evangelicals believe that statement saves them forever, but, I know that Jesus is the One who was crucified in my place, I do know that the Bible says His blood cleanses me from all sin, and so I believe Jesus is the One who saved me forever, not some idiotic, silly, little prayer of repentance, not my believing I am saved, not some doctrine that most of Christendom fight over.
Jesus. He is the One.
Now you may or may not believe that, and personally, I care not. I am not the type of Christian who will cry over your soul, and try to "win you to Christ", and get you to repent and say that prayer with me and believe you are saved.
Nothing I do or say will matter much to anybody.
Had an uncle once who told me:
Son, let me tell ya sumpin'. Ya'll kin say what ya'll wan' say to any jerk, he'll still be a jerk, and ain't nuthin' ya'll kin say that'll change that, exceptin' it's the Lord God Himself who does all them thar work on that jerk and unjerk him.

You will not find that phrase in the Bible.
The relationship is, however, implied in Matthew 7:21-23.

personal means the Holy Ghost dwells in a believer...............some people only have head knowledge of Jesus; for even demons believe and tremble
