Hendrix said a lot of things, he was stoned half of the time. You have to realize that out of this stoned period, Hendrix like most singers, start to do the whole go against the power thing. Most likelly he means that we as simple and idiotic sheep and followers of the man (government) are suppose to whenever we have a problem or there is a problem, ask the government what to do or how to handle the problem. The axis most likelly stands for the establishment. Now as stated before, without other lines, it is a pritty blind statement, but it is most likelly sarcastic statement.

Definitely ON, not IN. Things don't have their own meaning. Meaning is a tag that humans place upon it. There is no meaning to an apple. It's the gestation vessel for an apple tree, with a strong flavor attractiveness to increase the range at which the seeds get spread. It has a purpose but not a meaning. The reason that this is important is that you can apply meaning anywhere, even if the things you apply meaning to aren't even vaguely appropriate to that attachment. Several meanings can be applied to a single thing, and people will argue and fight over which meaning is the one true meaning. Let it go. Just be.

To me it means that the world revolves around an axis, i.e. it is the central force of everything. Love is as bold as the axis.
