Revelation 17: 9-11 shows it is symbolic of something. We should know since it is going to be the start of the great tribulation when it goes down or as the bible says it has fallen.

9 “Here is where the intelligence that has wisdom comes in: The seven heads mean seven mountains, where the woman sits on top. 10 And there are seven kings: five have fallen, one is, the other has not yet arrived, but when he does arrive he must remain a short while. 11 And the wild beast that was but is not, it is also itself an eighth [king], but springs from the seven, and it goes off into destruction.
12 “And the ten horns that you saw mean ten kings, who have not yet received a kingdom, but they do receive authority as kings one hour with the wild beast. 13 These have one thought, and so they give their power and authority to the wild beast. 14 These will battle with the Lamb, but, because he is Lord of lords and King of kings, the Lamb will conquer them. Also, those called and chosen and faithful with him [will do so].”

Seven “mountains,” or seven “kings” both terms are used Scripturally to refer to governmental powers. (Jeremiah 51:24, 25; Daniel 2:34, 35, 44, 45) In the Bible, six world powers are mentioned as having an impact on the affairs of God’s people: Egypt, Assyria, Babylon, Medo-Persia, Greece, and Rome. Of these, five had already come and gone by the time John received Revelation, whereas Rome was still very much a world power. This corresponds well with the words, “five have fallen, one is.” But what of “the other” that was due to come?

The Roman Empire endured and even expanded for hundreds of years after John’s day. In 330 C.E., Emperor Constantine moved his capital from Rome to Byzantium, which he renamed Constantinople. In 395 C.E., the Roman Empire was split into Eastern and Western parts. In 410 C.E., Rome itself fell to Alaric, king of the Visigoths (a Germanic tribe that had converted to the Arian brand of “Christianity”). Germanic tribes (also “Christian”) conquered Spain and much of the territory of Rome in North Africa. There were centuries of upheaval, unrest, and readjustment in Europe. Notable emperors arose in the West, such as Charlemagne, who formed an alliance with Pope Leo III in the 9th century, and Frederick II, who reigned in the 13th century. But their domain, though named the Holy Roman Empire, was much smaller than that of the earlier Roman Empire at its zenith. It was more of a restoration or a continuation of this ancient power than a new empire.

The symbolic scarlet-colored wild beast “springs from” the seven heads; that is, it is born from, or owes its existence to, those heads of the original “wild beast . . . out of the sea,” of which the scarlet-colored wild beast is an image. In what way? Well, in 1919 the Anglo-American power was the ascendant head. The previous six heads had fallen, and the position of dominant world power had passed to this dual head and was now centered in it. This seventh head, as the current representative of the line of world powers, was the moving force in establishing the League of Nations and is still the major promoter and financial support of the United Nations. Thus, in symbol, the scarlet-colored wild beast—the eighth king—“springs from” the original seven heads. Viewed in this way, the statement that it sprang from the seven harmonizes well with the earlier revelation that the wild beast with two horns like a lamb (the Anglo-American World Power, the seventh head of that original wild beast) urged the making of the image and gave it life.—Revelation 13:1, 11, 14, 15.

Additionally, original members of the League of Nations included, along with Great Britain, governments that ruled in the seats of some of the previous heads, namely Greece, Iran (Persia), and Italy (Rome). Eventually, governments ruling the territory controlled by the previous six world powers came to be supportive members of the image of the wild beast. In this sense, too, it could be said that this scarlet-colored wild beast sprang from the seven world powers.

Notice that the scarlet-colored wild beast “is also itself an eighth king.” Thus, the United Nations today is designed to look like a world government. At times it has even acted like one, sending armies into the field to resolve international disputes, as in Korea, the Sinai Peninsula, some African countries, and Lebanon. But it is only the image of a king. Like a religious image, it has no real influence or power apart from what is invested in it by those who brought it into existence and worship it. On occasion, this symbolic wild beast looks weak; but it has never experienced the kind of wholesale abandonment by dictator-oriented members that sent the League of Nations reeling into the abyss. (Revelation 17:8) Though holding radically different opinions in other areas, a prominent leader of the former Soviet Union in 1987 joined the popes of Rome in expressing support for the UN. He even called for “a comprehensive system of international security” based on the UN. As John soon learns, the time will come when the UN will act with considerable authority. Then it, in its turn, “goes off into destruction.”

Revelation 17 speaks of Babylon the Great as the world empire of false religion. In ancient times, Babylon {Iraq} held sway over many with it's pagan teachings and sorcery, which was adopted by many surrounding nations at that time.

Today, Babylon the Great holds sway over political governments, financial institutions, military forces and the like. Babylon the Great is bed partners with all of the above...being paid for services rendered, much like a harlot who gives you what you want for a price, in this instance: a so-called blessing to do wrong.....while the church turns it's head. Check out Rev 17:15 and Rev 18: 1-24. These scriptures go into detail about the rise and eventual fall of Babylon the Great.

Babylon the Great is the empire of false religion. When it falls in the near future( the governments of the world are working on that now) the Tribulation starts, then God says He's had enough when the one world government turns its attention to His people and then Armageddon starts and it's the end of Satan and his demons for Christ's thousand year rein as our King.

The 7 mountians are the 7 continents that U.S rules over.
The 7 kings are 7 kingdoms. Egyptian, Assyria, Babylon, Persia, Greece, Roman which was when the prophecy was written and the last one, which is the iron mingled with clay. Holy Roman Empire mixed with Muslim Empire.

“Get out of her, my people,” the Bible long ago warned. Out of what? “Babylon the Great, the mother of the harlots and of the disgusting things of the earth.” (Rev. 17:5; 18:4) Why get out of Babylon? “For her sins have massed together clear up to heaven, and God has called her acts of injustice to mind.” (Rev. 18:5) Who is this mother harlot from whom people should separate themselves?

Martin Luther and other leaders of the Reformation identified the Catholic Church and its papacy as Babylon the Great. What about the Protestant churches that sprang up as a result of the Reformation? The fact is, apart from their rejection of the primacy of the pope, some were not much different from Catholicism in church structure, and they retained unscriptural doctrines, such as the Trinity, immortality of the soul, and eternal torment. For this reason some preachers urged people to break free not only from the Catholic Church but also from the main Protestant church systems.

Bloodguilty Babylon the Great

Satan is “the ruler of this world,” “the god of this system of things.” (John 12:31; 2 Corinthians 4:4) Part of Satan’s world is the earth-wide system of false religion he has built up for centuries, including Christendom and her clergy. The Bible calls this worldwide system of false religion “Babylon the Great, the mother of the [spiritual] harlots and of the disgusting things of the earth.” (Revelation 17:5) The roots of today’s false religions go back to the ancient city of Babylon, which was steeped in false religion and in God-dishonoring doctrines and practices. That is why the counterpart of ancient Babylon is called Babylon the Great, the world empire of false religion.

Regarding religious Babylon, God’s Word says: “In her was found the blood of prophets and of holy ones and of all those who have been slaughtered on the earth.” (Revelation 18:24) How are this world’s religions responsible for the blood of all those slaughtered? In that all these religions, Christendom’s churches and non-Christian religions alike, have supported, condoned, or even taken the lead in the wars of the nations; they have also persecuted and killed God-fearing people who disagreed with them.

Satan’s world, his organized human society, is made up of various closely connected parts. An important part is false religion. In the Bible false religion is represented as a “great harlot,” or prostitute, with the name “Babylon the Great.” She is a world empire, as shown by the fact that she “has a kingdom over the kings of the earth.” (Revelation 17:1, 5, 18) But what proves that Babylon the Great is a religious world empire?

Since “the kings of the earth” are said to ‘commit fornication’ with her, Babylon the Great could not be a political world empire. And since the “traveling merchants” of the earth stand at a distance and mourn at her destruction, she is not a commercial world empire. However, that she is really a religious empire is shown by the Bible’s statement that by means of her “spiritistic practice all the nations were misled.” Revelation 18:23

Also proving that Babylon the Great is a religious empire is her relationship to a “wild beast.” In the Bible such beasts represent political governments. (Daniel 8:20, 21) And it is a fact that throughout history religion has been mixed up with politics, often telling governments what to do. She has indeed exercised “a kingdom over the kings of the earth.” Revelation 17:18.

I thought about materialism: but the merchants stand at a distance and say to bad. It shows the commercial element will go down into destruction after her.
So it isn't big business.

Wow, those are some good answers after reading it I think they are right it has to be the religions of the world.
but it would have to include all of them.
So what about Christianity seems like that would be included? I mean muslims is about to go down now their days are numbered. But Christianity seems to be in full force.
