That's pretty pathetic, isn't it? From what I understand in the Catholic church, at least, is that a child cannot be turned away for baptism because of what a parent does or does not do. Of course, they don't always follow that rule.
You can always baptize the child yourself. Pour some water on his/her forehead and say, "I baptize you in the name of the Father, and of the Son and of the Holy Spirit." That used to be done by nurses who believed the child wouldn't live until its formal baptism. My mother was even taught how to do it in nursing school! Perhaps, to make it official, you could write down that you did it on such and such a day and at such and such a time and then have it nortarized.

It depends on which church. For a Catholic, there must be assurance that the child will be brought up in a Catholic environment. What is the point in baptizing a child if the child will not be taught the faith. If you or the mother is Catholic and were not married by the Catholic Church, you are no practicing your Catholic faith and the priest may decline to baptize your child. It would make the Baptism meaningless.
A person other than a priest can baptize a child IF the child is in danger of death before a priest can arrive. How open and obedient to God are you being if you decide to baptize the child yourself in order to not have to deal with a priest?

Anyone can baptize a child, but it depends on whether you want the baptism recorded.
Baptism is simply with water and in the name of the Father, Son and Holy Ghost (or Spirit). The water for infants is usually sprinkled or poured over the top of the head.
Catholics accept baptism done in this manner done by other denominations, so if you would like to have a protestant minister baptize the child, you can do so. In the future, if you want to have the child accepted in a Catholic church, they'll accept that he/she was baptized properly.

(I was baptized in the hospital about 1 minute after I was born.)

For children who have
NOT
reached the age of accountability, baptism is useless. For anyone who has reached the age of accountability and onward, no matter what age, they need to be saved before being baptized; otherwise it too is useless.
No person can serve God with the nature that they are born with. They need God to radically execute that nature, and He (God) has to infuse that person with His (God's) Holy Spirit before they can serve God and that person baptized.

If you are a Christian you can baptize any other fellow Christian. Need not even be in a Church. You can do it in a pool, bathtub, lake etc....
Follow Christ example.
