If you are, in fact, seriously concerned about his behavior then you need to report your observations to your "boss" It would be up to this person to observe for any inappropriate behavior and take the appropriate action.

Firsly the above is the most ignorant thing I have heard. Bipolar for those not aware is a medical condition caused by a chemical imbalance not a lack of sprituality.
As a person with bipolar I suggest you treat how you would any other problematic co worker. Bipolar is not an excuse for bad behaviour as there are many good treatments out there. However be aware your work may have its hands tied as he is protecte by the American Disability Act

I've been around a lot of bipolar people in my life, and I know how exhausting it can be at times. The best suggestion that I have is just to separate yourself from his negativity as much as you can. You can't control his behavior, and you're not responsible for his actions. His supervisors may feel unable to discipline him because they could be sued for discrimination because of his disability.
Being mean isn't necessarily part of being bipolar. there's not much you can do to change this personality problem except to let him know that you disagree with his treatment of others and walk away when you witness this kind of behavior.

If you like your job, do the dirty and make a complaint.
In the same circumstances, I walked out on the job. There was a tremendous financial penalty, and I was upset, but in the end it was a great relief.
Or you could stick it out for a bit, until your distress level goes through the roof.
I have got a special dislike for people on Prozac. They are depressed because of their behaviour, and Prozac reinforces it.
