Sometimes new tattoos don't heal as perfectly as they should and color can fade or fall out during the scabbing and healing process. I'd go back now and get it retouched.
With the way they are making ink these days fading is much less than it used to be.
I've had a full sleeve for about 7 years now, I've tanned, I've been in the sun...and the ink is just as bright and fresh as it was. (Believe it or not)

My personal opinion is that tattoo's should always be touched up.There's no such thing as a tattoo that heals perfectly, thats impossible, human skin is never going to heal 100% perfectly no matter how many touch ups you have. colour in a tattoo will always fade and there will always be scabbing and drop outs no matter who the artist is or how your skin behaves.In my experience you can get a re touch on a tattoo done after about a month.
Lighter colours are always difficult with regard to healing.Black is the most difficult one in my opinion because you notice drop outs and fading more.I have 4 tattoos and three of them are 100% black & I had all of them re touched.It's not needed but they do look much better if you have them gone over a second time.
What does not help is all the different methods of aftercare that people argue over.The undisputed gospel truth about aftercare however,is, that 'Less is More.' Dont re bandage or re cling film,a TINY amount of bepanthen once a day and let the air get to it.Remember, it is essentially an open wound, so covering it with layer after layer of creams,ointments etc will just make it more likely that you will get an infection or the colour will 'sweat out'.Also depends where on your body it is.Everyone has there own way, everyones skin behaves differently.I recently read about a tattoo artist who recommends that you keep clingfilm on for 7 days and apply bepanthen or tattoo cream 2 or three times a day! On the flip side, there is another method that involves doing literally nothing at all to it other than cling film after the session is done, not even creams, ointments etc. All a matter of opinion, but my personal belief is that less is more,and some tattoos actually look really cool when bits of fallen away and have more of a 'branded' appearance (Henry Rollins or Lee Ermy for example).

If the artist uses high quality ink, and is experienced, you norally do not need to ever touch up your tattoo. However, there are cases where the color does fade after many years, and 1 touch up would be all you would ever need. Black is not normally a color that will fade as fast. Taking good care of your tattoo when you get it should prevent you from ever having to get it retouched. If you pick at it, scratch it, peel the scabs off, and let it dry out, then you are taking bad care of a tattoo.

No, it isn't too soon. However, white is an odd colour. It rarely stays true on anyone's skin. For whatever reason it always fades away. Just a heads up for you. Any good, honest artist will tell you the same, I can guarantee that.

a year is not to early to get it touched up at all... alot of people go only after 1 to 2 months for touchups... you will be fine to go.. when you go say you really just want the white touched up
i have heard that white is a hard color to stay

Nope, your good to go. Tats only need 30 days (give or take) to be healed enough. So your safe to go get it touched up!
