im going to a temp agency on monday and im concerned about this

very doubtful, temp agency tests are typically very easy
at least the ones ive been too
if you know the basic functions youll be fine

I have never taken these tests myself but I work for a company that uses temp services. We have had several temps over the past few years and the tests can not be THAT hard because none of the girls we've had know how to do much of anything in Word, Excel or PowerPoint but they received good test scores on their temp resumes. And once they've been here for a few days we start showing them what we expect from them in these programs.
I think they test for general knowledge (opening a file, closing a file, changing fonts, printing, etc.). I'm sure that between now and Monday you could learn enough to be very successful. Another thing to remember is to not freak yourself out about the test...all they are doing is measuring your amount of knowledge, there is no red ink, no F grade, no being held back, just a general test of your knowledge, so potential employers can see where you might fit best with them. Look around online for some easy tutorials(there might be some on Microsoft's website). And once you get placed somewhere, learn from the people around you. And remember the things they teach you from day to day. You'll be just fine.

If you know Excel and PowerPoint, then no. They are pretty basic. Look, it is just about finding out what your skills are. If you do well on the tests, then they'll be able to place you in a job that uses those programs. If not, then they'll hook you up with something else. You know your skills better than we do. Whether or not they are "hard" is relative. Just do the best you can, and don't worry about it. Good luck!
