Someone is selling a car but with no title.

check with the vehicle registration/tag office to verify that the vehicle belongs to the person selling it.
I know someone who purchased a old mustang for $5,000, spent $15,000 doing a total restoration on it... when he got the restoration completed... went to tag it and found out that it was a stolen vehicle 20 years ago.

The insurance company got the car and he was out $20,000.

If it does belong to the seller.... he can request a new title. Make sure he does this before you pay for the car.

the seller would have to obtain a title before hand (he would have to go to the secretary of state, or dmv), and fill out what is called lost title papers. Some establishments can actually issue a new title right on the spot. To answer your question... yes there will have to be a title for you to buy this car.

In Illinois one can go to an insurance company and purchase a bond in the amount of the car value; after getting said car appraised by a dealer. Then, with the appropriate affidavit, the state will issue a new title. In the event someone later produces proof they own said vehicle, they get the bond money. Been here done this with an old English motorcycle. No one has yet to claim the bond.

Well if he doesnt have the title, it is either stolen or he lost the title. If its stolen then, obviously you dont want to buy it. If he simply lost the title he can go to the dmv and prove who he is and they can issue him a new title and then he can sell you the car with the new title. You need the title when you buy a car otherwise it isnt legally yours.

Run away. Unless the car is more than 15 years old (more in some states)a title is required. It proves the seller is indeed the owner and there are no liens. This a red flag for a scam.

the seller is resopncible for the title unless other arangements have been made
here is how to get one first find the registord owner call in the local poliece before you pay for the car) they will run the vin if its stolen this will get the car to the corect owner
get a lost tital replacement form from the dmv and get the registord owner to sign it and now you can use that as the tital
other ways to get one requires you have a buddy in the towing buisness he will impound it keep it for 30 days sell it at auction and give you the car may cost uou $50 bucks to get it this way i did it this way once it was my only option to get the title as it was a kit car

You can't in all but the rarest cases. There are many cars out there without titles because it is unclear just exactly who owns them. The only reason to pay for one of these would be that you need it for parts and then yo may not be able to get rid of the rest of it.

Go to DMV and have him get a title. It may not belong to him and you may be buying stolen property or a car that has a few thousand owed on it
