If you can read the arabic language, such as the koran or a newspaper or book, then can you also speak the language? Could you hold a conversation with someone who spoke arabic if you learned how to read the language?

No. When you can only read a language, then you have what is described as a passive knowledge of it. You recognise words and expressions when you see them. To be able to speak (and write) a language, you must have an active knowledge of it, so that you can choose your vocabulary and express yourself precisely. Even then, you would need practice in order to speak it. I have heard of people being able to write things down but being unable to utter the words coherently!

I just want to add that Arabic would present
a special problem here, because the
spoken language varies widely from country
to country. If you could speak Iraqi Arabic,
for example, it might be very difficult for you
to make yourself understood in Morocco.

I speak Arabic but the pronunciation differ from one country to another. For example Egyptians pronounce the words differently from Lebanon and so on.

No because reading and speaking are totally different things. In order to speak it you have to know how to pronounce the words, etc.
