No, heavy cream is not something you make unless you own a dairy processing plant or a cow. The best way to get it is to buy it at the supermarket. It is often labeled Heavy Whipping Cream.
In an emergency, you can use butter and milk to substitute for heavy cream but if you tried to whip it and get volume, it won't work for that.

Add 1/3 cup melted butter to 3/4 cup milk to make heavy cream. Cannot be used to make whipped cream (cooking or baking only)

I use canned evaporated skim milk in recipes that call for cream or half-and-
half, with great success. While fatfree, it has the texture and consistency
of cream.

Heavy cream means double cream - and you can't just make it, you'd need to get the correct cream in the first place.

don't think so - I think its double cream really.
If you are using it to sandwich a cake maybe, you CAN mix butter and sugar and whip it well for a filler.
