There are quite a lot of them, actually. Most of the website hosts provide such tools.

But, presuming you're looking for something that doesn't depend upon a specific host, one program that I can recommend goes by the misleading name of "Arachnophilia."

It is a reasonably small, and rather powerful editor. And it is still freeware.
