I think that depends on what form of baldness that they have.

There is pattern baldness (male and female), partial baldness, total baldness of head, and total loss of all body hair.

I suppose that someone with a partial baldness towards the back of their head would still be able to have bangs.

i depends if they are bald like cant grow hair or bald shaved bald!! but that would deffinatly look werid!!
