What kind of feet? If you wanted a number in 'human terms' I'd ask how old the person whose feet you were measureing were, and how 'long' they were. But, there are approximately 39 inches to one meter ... so there are 3-1/4 feet to a meter, since 'feet' is a 'measuring scale' not the parts we walk on.
