Why would any body give that kind of money for celibacy of a person for whole life?There has to be a catch in it like the person being offered money is a rival for a girl friend or a woman,and a 'preferable one' too.That being the case,there seems to be ample of scope to bargain for more than a million.All said and done,show the person and I shall then answer the question.
