No, the article's author has slightly but significantly mis-stated.
(Vulnerable: liable to be wounded)

Under particular conditions, vulnerability is a fact.

Vulnerability can be a weakness.
Not acknowledging vulnerability when it is present is definitely a weakness.
That doesn't necessarily mean announcing it to the world is the right move.
"I'm vulnerable here: I'll retreat."
"I'm vulnerable here: I'll strengthen this weak spot."
"I'm vulnerable here: I need allies or reinforcements."
Lots of possibilities.

Being prepared to risk wounds for a good cause *is* a definite strength, and does require strength of character.

From "Lawrence of Arabia"
"But it hurts!"
"Yes. The trick is not minding that it hurts."

I think it depends on where you are Spiritually. I was away from the Lord for a few years full of anger because of some situations in my family. When I came back to the Lord, I had become hard, and did not trust much. I have had to become vulnerable again...and for me that took a lot of strength, my character has changed and things are clearer in a good way. Now I feel if I get hurt, it was worth the experience because God will use the outcome for the betterment of all concerned. Good Luck

In the state of nature what was "good" was what was strong, life affirming, powerful, noble, etc. What was bad was what was weak, sickly, humble, passive, etc.
The strong naturally preyed upon the weak as wolves upon sheep. That's just the way nature works.
Of course there are many more sheep than wolves so they decided they were going to start calling themselves "the good" and the others "evil." It was an act of resintimant and revenge and has led to the screwed up world we have now.

You are doing the same thing.

I would say that it is through our vulnerabilities that we may eventually gain strength of character and clarity of intent, however the vulnerability itself is a weakness that as it is exposed may lead to growth or to ruin depending on the individual and their amount of faith.

I think it's people attitude that made this association very true, it's very difficult to find someone strong and wise at the same time without not becoming arrogant and rude. also weak and stupid people don't have much choices than becoming kind and wise. if many strong people just start to act wise and kind, I think this association will become history.

Oh yes!

To be aware of those times that we feel vulnerable, and to allow ourselves to be in that state without resisting it, most definitely requires strength of character in my opinion.

Yes it is. To realize that you are vulnerable to any particular situation helps you to deal with it better than going in with pure bravado. If you don't realize where the pitfalls are, it is much easier to fall into them.

It is only through our own vulnerability that we truly discover our strength.

Absolutely. It's very bold. That was part of Jesus' magnetic appeal on earth, and also why the cross ended up making him invincible.
