The primary reason is idiocy in the US Congress, which has mandated and subsidized use of ethanol in fuels, kept a high tariff on importing the stuff, and completely ignored the fact that it takes as much energy to make a gallon of ethanol as it contains, so every bit of it is wasted effort.
