It is possible to be addicting to anything if one lets it be. If your friend needs to have PB Cap'n Crunch all the time and if he/she doesn't have it, they can't function or go on with their daily life? That would be an addiction. They need help to overcome that addiction and find ways to distract themselves from needing PB Cap'n Crunch all the time. If an intervention is what it takes, then do it.
