yes, if you tell a lie at some part of what you are saying that is a lie is a small bit of truth, therefore it fulfills a person telling the truth, to the very limited sense. Also truth can become a point of view, what you see as being true can be seen as a lie to another person.

Yes, it makes perfect sense. The lie may be a truth to someone else.

Whenever a person lies, they should mix in a little of the truth. It helps when it comes to being believable.

Sounds like something my best friend would say. He is a hick and he calls himself a different name that what everybody else does. He often gets confused at these types of things.

"I tell the truth as I see it" would be a reasonable paraphrase of that.
