This looks like tinea versicolor.
You can treat it with dandruff shampoo containing selenium (no, I am not kidding). Selsun blue can do the job quite nicely. Slather it on, and leave it on for 10-15 minutes, and then rinse. Continue for 7-10 days.
Best of luck,

You can read about urticaria, which it looks like this is, at this web site below.
http://www.worldallergy.org/professional/allergic_diseases_center/urticaria/urticariasynopsis.shtml
There is a picture link below to something similar to yours.
Anyway, chronic urticaria can be linked to an actual disease or condition such as a type of hypothyroidism called Hashimoto's Thyroiditis. Then it is considered an autoimmune response.
Or it can be exercise induced or caused by many other things. The web site above explains all this in detail.

Making dietary changes is your first line of defense in treating hypothyroidism. Learn here https://tr.im/Yv6Wr
Many people with hypothyroidism experience crippling fatigue and brain fog, which prompts reaching for non-nutritional forms of energy like sugar and caffeine. I’ve dubbed these rascals the terrible twosome, as they can burn out your thyroid (and destabilize blood sugar).
1. Just say no to the dietary bungee cord. Greatly reduce or eliminate caffeine and sugar, including refined carbohydrates like flour, which the body treats like sugar. Make grain-based carbohydrates lesser of a focus, eating non-starchy vegetables to your heart’s content.
2. Up the protein. Protein transports thyroid hormone to all your tissues and enjoying it at each meal can help normalize thyroid function. Proteins include nuts and nut butters; quinoa; hormone- and antibiotic-free animal products (organic, grass-fed meats, eggs, and sustainably-farmed fish); and legumes.

Looks like tiniaversicolor or something very similar. May want to search it and learn more about the symptoms. If the symptoms fit, goto the doctor.
