But you will pay a "premium" usuallly between USD15 to 25.00/day!!!

All the rental companies I regularly use (Avis, Budget, Thrifty) rent to 19-20 year olds.

Really depends on the country. You might be best buying a second-hand car - it can often be cheaper than the rental fees over a lonfg time.
