No you shouldn't but since you are cooking something with ground beef why not double the recipe and freeze half of it. I do this on a regular basis. When I make meatloaf or meatballs I always make double batches, I even double up on the ground beef when I make spaghetti sauce or chili. When beef is crumbly and cooked through I use half for the recipe I am making and freeze the rest for another meal. It is a great time saver and it helps me get meals in a hurry on weeknights. Just a thought.

Everytime you freeze something, water crystallizes and pokes very tiny holes in the cell walls off the food. This makes it tastes "tough". If you thaw something out, and re-freeze it, you re-crystallize the water, and you'll essentially make the food even tougher.
The meat can still taste good, if you cook it for awhile in a meat sauce, or any slow-cooked dish, because the meat will tenderize. But not for meat loaf or hamburger patties. It won't taste very good.

Only if there are ice crystals still in the meat. But refrozen tastes horrible, even once it is cooked. You could just make patties, freeze them and cook them later. Or crumble up the beef, cook it then freeze it for use later.

no because it will be unsafe to eat - if you won't be using it today cook 1/2 way then cool and freeze then it will be recipe ready when you need it. (discard after 90 days).
