i try hard to get him to go but he keeps saying no i dont know why

sounds like hes bored...
have u tried this? making homemade binoculars? with 2 t-rolls and letting him go bird searching on the walk? or buy a cheap pair from a dollar store.
or let him ride a small bike? play the i-spy game?

Weel my friend is older and has 3 kids and another on the way. I've helped her raise all three of them so far. Maybe he doesnt want to walk. Why not try to get him to walk with you to the park and then he can play on any toy he wants?? Or walk to a close toy store with him and let him pick out a little toy I used to have to let the youngest one of my friends kids play in the kiddy pool we had for them after we took a walk. She didnt liek being hot and sweaty after walking. Try one of these things.

He may get bored or tired. Take him in a stroller and make it interesting by pointing out birds, trees, trucks, etc. If this still isn't working you should let him ride a tricycle or a scooter.

engage him when you go for a walk
play i spy.. i spy something red- stop sign.. white... white cat etc
take him to the park... say we have to walk today let's go... quicker there quicker you get to play!
find another kid to walk with.
