Satan freely chose to rebel against God. God knew this would happen. Nevertheless, let me offer some possible reasons why God would create Satan even though He knew he would fall and rebel.
It was necessary to have the fall so that God could then have a reason to die for our sins thereby demonstrating that God can and does provide the greatest act of love which is to lay ones life down for his friend (John 15:13).
The fall of Satan provides yet another method for God to be glorified in that God can use sin to prove that sin is "bad" and that God's word about righteousness is true.
If God is to have creatures with free will, then the risk of rebellion is part of that freedom. Satan had that freedom and used it to rebel.
If God had not created Satan and instead another angel fell, then we'd be asking why God made that angel knowing he would fall.
God has reasons that we simply do not know about.
I know my children will act badly at times, but knowing that does not mean mean that I shouldn’t have kids. Part of the risk of freedom is that rebellion will be a reality.

God has not told us why He allows Satan to live. It appears that God allows every creature that He has created to live eternally. The real question is, "Why does God allow Satan to roam the earth and cause trouble?" God has not shared the answer to that question either.
Satan & Sin. We do not need Satan to sin. He is not the cause of sin. He tempts us to sin, but God tells us that we do a great job of sinning all on our own. In the book of James, the Holy Spirit says,
But each one is tempted when he is carried away and enticed by his own lust. Then when lust has conceived, it gives birth to sin; and when sin is accomplished, it brings forth death. (NASB) James 1:14-15
We are responsible for our own sin. We sin after we think about it and then decide it is a good idea. Satan is never blamed for our sin. Does that mean that Adam and Eve would have sinned without Satan? We do not know.
Satan Defeated & Released. At the end of the age, God will defeat Satan at Armageddon. He will be thrown into the abyss which will be shut and sealed. He will be locked up. God will set up His 1,000 year kingdom and after that He will release Satan again. In fact, scripture says that God must release Satan for a short time (Rev. 16:16; 19:11-20:3),
. . .and threw him into the abyss, and shut it and sealed it over him, so that he should not deceive the nations any longer, until the thousand years were completed; after these things he must be released for a short time. (NASB) Revelation 20:3

The devil was a angle of God, but the devil rebled against God and become father of sin, hate, lust, murder, pride, selfish, mockery, bitterness, and all sorts of evil. Number one thing is not beliving in God. Satan makes you cures God, and say there is no God. God didn't kill satan because when Jesus comes back to judge the people who follwed satan which by sin or not beliving in Him then hell is where you go. God gives you a choice, serve Him and belive or Go your way which leads to hell. You send your self by sinning and not surendering to God.

Because there must needs be opposition in all things. How would we know good if there was not evil? how could we choose right over wrong if there was no wrong? This life is a test... how can you pass if you can't fail?

Then that wouldn't make for a very good story would it? Every good tale has a good vs. evil. Just as the bible... it is a story, made up by man, so there must be a balance of good and evil or it wouldn't be any good... and religions wouldn't be able to use fear to keep people believing. Hell is a good reason that a lot of children and narrow minded adults believe... fear of going to hell.

God is SO good, he can bring good things from evil.
Without fear, there could be no courage.
Without need, there could be no charity.
Without hurt, there could be no compassion.
Without sin, there could be no mercy.
etc.............
How can you know a good day if you've never seen a bad one? How can you know the morning if you've never seen the night?
If you tell your son to breathe, and he breathes, that isn't obedience - he's breathing because he has no other choice. However, if you tell your son to clean his room, and he does, that's obedience. Doesn't it feel better to know that he obeyed because he chose to rather than because he had to?
