um well this kid couldve gotten really sick from that water,
they say never to drink the water in mexico, especially if its from a gutter ew.
you need to speak up and tell SOMEONE

1) Why would you promise your dad you wouldn't ever tell on anybody? Even when you are in just? Reconsider that with him. This would be the best choice. Besides, it's for a freaking life's sake.
2) Confront the kid who poured the water and maybe convince him to own up and apologize and check on the kid.
3) Make sure the kid isn't just on vacation or something. That he's actually sick because of the gutter water.

I share other's skepticism about this story--it's summer, after all, so schools are not in regular session. Do schools serve salads during summer school? But in case it is true:
Begin by talking to your father. I doubt that he had a life-or-death scenario in mind, and I suspect that he'll agree with me that Randell's physician should know where the infection came from.
The kid in question committed a serious crime--an assault of the sneakiest, most cowardly sort. He is at a crucial moment in his life, and if no one intervenes, he is likely to commit more crimes of this nature in an escalating pattern that could lead to life imprisonment or worse. Your silence in this matter is no kindness to him.
One of the tests that ultimately stands between boyhood and manhood is when one must follow his own judgment instead of his father's. It's a little early in life, but your time may have come.

I would contact Randell's parents and ask if he is sick or not. If he is, I would tell them what happened, it might help him get the correct treatment to get better. If he isn't sick, let it go and remember what type of person the water pourer is for future reference. Snitching is bad when you are doing it to get someone in trouble. I believe your dad would want you to help someone that might be sick and would not see that as snitching. It's hard to tell what was in that water. I wouldn't even drink water out of my gutter, much less someone else's.

Stop being that kids friend. He sounds extremely sick and demented. I would tell. That kid could have charges pressed against him. If I found out someone poured Mexican gutter water on my salad, I would want to kill him. That is definitely why he has been out for three weeks.

How does a kid smuggle water out of Tijuana into the US, particularly in this day and age of Homeland Security? And since when do schools serve salad? And isn't school out for SUMMER?

I think in this case you should report this kid. This is actually a crime for him to do that, and yes it probably was because of that nasty water that Randell got sick.

You should defend him
unless that person who poured it is stronger if he is weaker even by a pinch or same level I would defend him he has his rights someone has to give it to him or chuck gutter water at the kid who throwed it.
p.s if he is a lot stronger than you then don't do it. Or popular people will laugh.
Or tell the teacher.
And if he might be resting in peace right know. Tell the police this is going to his criminal records!

You MUST TELL what this boy did, and WHO he is ... tell your teacher if he's in your class, or the principal if he's not. What that boy 'did' was POISON the boy who ate that salad ... and that boy could DIE form that, if the 'toxins' were bad enough ... I'm sorry you waited three weeks to ask your question ... but you need to TELL NOW what you 'saw' ... for the 'sick boy's' health and to get the 'bad boy' help so he doesn't do 'bad things' any more.
