I don't know if this site has Photoshop but it has others. Scroll down on left hand side.
Or you could go to this site and download a whole office program just click the blue button. (Easy Office)If you don't like it then delete it and your computer will go back to the original settings. After the initial 30 days most of the programs will stay and you can still use them.

no website is going to offer a free photoshop download...
You have to search for the torrent to download it... Go to www.torrent-finder.com and download the torrent file... use UTorrent to download it...
You must buy a copy of Photoshop though... because it is illegal to use pirated software :P
